El secretario general de la Organizaci\u00f3n para la Cooperaci\u00f3n y Desarrollo Econ\u00f3mico (OCDE), Jos\u00e9 \u00c1ngel Gurr\u00eda, se\u00f1al\u00f3 que el mundo est\u00e1 expectante hacia\u00a0M\u00e9xico por el proyecto de gesti\u00f3n del Nuevo Aeropuerto Internacional de M\u00e9xico (NAIM).<\/a><\/strong><\/p>\n

\u00abM\u00e9xico est\u00e1 en la mira de todo el mundo, <\/strong>no puede fallar<\/strong>, pondr\u00eda en riesgo su prestigio como plataforma de inversi\u00f3n. Tiene que demostrar que s\u00ed se puede llevar a cabo en el pa\u00eds una obra de esta envergadura. Si se logra, se puede replicar en otras obras\u00bb, dijo Gurr\u00eda.<\/span><\/p>\n

Sin embargo, recomienda que las decisiones tomadas se basen en evidencias objetivas, medibles, verificables y comparables<\/strong>, lo cual permitir\u00e1 que se opte por la mejor soluci\u00f3n a la saturaci\u00f3n del actual Aeropuerto Internacional de la Ciudad de M\u00e9xico.<\/p>\n

Afirm\u00f3 que la OCDE no participa en el debate sobre la localizaci\u00f3n geogr\u00e1fica ya que est\u00e1 fuera de su mandato, por lo que reiter\u00f3, \u00ablo importante es tomar las decisiones con la mejor informaci\u00f3n posible\u00bb.<\/strong><\/p>\n

Al presentar el Tercer Informe de Avances sobre el Desarrollo del NAIM, el funcionario destac\u00f3 \u00e1reas de mejora en el proyecto del aeropuerto de Texcoco<\/strong>, con un avance del 30 por ciento, sobretodo en la gesti\u00f3n de contratos.<\/p>\n

Seg\u00fan su an\u00e1lisis<\/strong>, se encontr\u00f3 que hay 19 subcontratistas en 1 contrato y 10 de ellos aportan insumos, que hasta hoy son 461 contratos y todos est\u00e1n publicados bajo el est\u00e1ndar de datos para las contrataciones abiertas.\u00a0\u00abEsto vuelve transparente la gesti\u00f3n del proyecto del aeropuerto mismo y se vuelve contagioso para otras obras\u00bb.\u00a0<\/span><\/p>\n

Explic\u00f3 que el 88 por ciento del valor de los contratos se hizo por licitaci\u00f3n<\/strong> en lugar de adjudicaci\u00f3n directa, un nivel superior al promedio que M\u00e9xico sostiene en obras p\u00fablicas del 72 por ciento.<\/p>\n

El proyecto enfrenta riesgos que deben mitigarse<\/strong> como retrasos por la expansi\u00f3n del proyecto a consecuencia del incremento imprevisto en el n\u00famero de pasajeros y la posibilidad de que esos retrasos generen \u00abefecto cascada\u00bb, retrasando a su vez otras obras e impactando el presupuesto.<\/p>\n
